Project Overview

Robust Consulting Engineers was appointed by the Eastern Cape Department of Public Works to provide Civil and Structural Engineering services for the construction of a new Early Childhood Development (ECD) Centre at Illingelethu Primary School in Mount Fletcher, Eastern Cape. The project formed part of the Department of Basic Education’s initiative to improve access to quality learning facilities by expanding existing schools with purpose-built infrastructure designed to support early childhood development.

Working within an operational school environment, Robust Engineers was responsible for delivering the engineering design, construction supervision and commissioning of the new facilities while ensuring that the existing school continued to operate safely throughout the construction period.

The Challenge

The Department of Public Works required the development of modern educational facilities that complied with the Department of Basic Education’s infrastructure standards while integrating seamlessly with the existing school. The project was located in a small town where reliable municipal services are often limited, making sustainable infrastructure and efficient utility management critical to the long-term success of the development.

One of the key challenges involved constructing new facilities within an operational school without disrupting daily educational activities. The engineering design also had to accommodate existing municipal infrastructure, ensure reliable water supply, manage stormwater effectively and provide durable structures capable of serving the community for many years with minimal maintenance.

Our Engineering Solution

Robust Engineers delivered a fully integrated Civil and Structural Engineering solution tailored to the needs of the new Early Childhood Development Centre.
Our structural engineering services included the design of reinforced concrete foundations, structural floor systems, elevated water tank structures and an underground reinforced concrete conservancy tank to provide reliable wastewater storage where municipal sewer infrastructure was limited.

The civil engineering design incorporated potable water infrastructure, stormwater management systems, rainwater harvesting, grey water management and the re-routing of an existing municipal water supply line to accommodate the new development. Throughout construction, Robust Engineers provided engineering supervision and quality control services to ensure that the completed works complied with the approved designs and required quality standards.

The result was a coordinated engineering solution that combined reliable municipal services with durable structural systems while supporting the long-term operation of the school.
